This is not a horror movie. Instead, it's the story of a doctor who, while trying to invent "painless surgery" through anesthetic, gets hooked on the huff. There's a side story about some bad guys who kill the homeless so they can sell them to the local hospital for experiments. As usual, Boris Karloff make the whole thing worth watching.
